PF-350? 350 watts at 4 ohms? The SVT 450 is only 450 watts at 4 ohms - 100 watts is not enough to make a volume change. I suggest getting a different head.
What cab are you using right now?
Love most all things Ampeg, but not a fan of the 450. Had to use a B2R (same as the 450 except rackmountable) on one of my gigs in Mass last weekend, and I made it work but I didn't really care for it too much. Was very relieved when they brought in an SVT 4 Pro for the next gig.
I think you're better off with a PF500. It's a much better sounding head IMHO, and while the wattage boost is kind of insignificant with the PF500, 500w is all your cab will take before it starts farting out anyway. You have to remember that the 410HLF, because of its crazy low end response, will take more wattage to get to the same volume levels as a more "normal" cab.
