So I've got the SVT4 PRO with the SVT610 cab. I cant get alot of volume out of it, without risking damaging the speakers. My buddy tells me I should add a 15. What do you think? If not, please say why.

As it should be...the 610hlf goes lower and has 2 fewer speakers.Get a 8x10, they can be found cheap used, I think it's because they're generally more commen than a 6x10.
When I had my 6x10hlf & my sealed 8x10 I did a a/b test and the 8x10 was considerably louder.
I played out with this amp for the first time last night and had some problems hearing myself, with the volume around 12oclock, gain 1 oclock. Between the stage monitors and my amp I didn't think I would have an issue. Im thinking the 810 would be a better match for the 4pro. It's not much louder than my Gallien Krueger MB212 combo. Of course the tone is not the same...

Try changing your EQ up if you can't hear yourself . Boost some mids and cut a little low end till you can hear , that should let you turn up a little more .[/QUOTE

Your buddy has no clue how speakers work. Adding a 115 to a 610 is absolutely pointless. Add a second 610 if you're serious.
If you can't hear yourself with that rig you are either:
A Deaf
B EQing it poorly
C Your guitarists have dialed in huge bottom end invading your sonic space
