While he isn't physically disabled he is mentally disabled. And correct me if I'm wrong on this, but upon closer examination it looks as if the boy has Down Syndrome. I think you can figure out the rest from there. By the way. A lot of us scouts are normal. Our parents just need a place to drop us off for a little while to have some alone time.
