Well, I'm sure a fair amount of time, someone is just misusing it. "Capital" refers to cities (or letters, or money), but "capitol" refers to buildings. In the case of the US Capitol building, that's the one used by Congress, not the White House.

Hey! I went there once. Even got a t shirt it's a rag now,but I have it. I vote that. Cuz obviously someone thinks I have funds enough to pay for a trip.
