I also once smoked in a pub in Ireland that was equally smoke-filled to one of those cubicles, I was actually falling off the bar stool saying it looked like we were on stage for the opening number of Blackmore's Rainbow....

Do you know if they have smoking restrictions in Europe anywhere? Like bars and restaurants?

I can't speak for every country, but in the aforementioned Ireland, I know that you now cannot smoke in a pub.

Really varies by country, establishment and crowd size. But a smoking tour of the EU could definitely be arranged.
Hell, why leave Vienna. They have great coffee, art, music, restaurants, and people dress very well so there is pleasing parade flowing past your cafe table. And you can smoke.

Few of the Cigar Shops have a "Tasting Room" where you can try/enjoy your recent purchase on site.
No liquor sold though.

There is still Kells Irish Pub in downtown P-Town that has the lower level reserved for Cigars or Pipes with your Wisky. That is all that I know of locally that is open to the public.
