If you are refering to the Thumb rest below the strings it is called a tug bar for back in the day when bass was played mainly with the thumb and the tug bar was where you anchored your fingers while playing
For the longest time I thought thumb rests were really stupid until I got a bass with j pickups and now I know. Maybe I just have big thumbs but its hard to keep my thumb on a j pickup
I put a thumb rest on my jazz but it didn't last long. It's more comfortable for me to rest on the E string plus depending on what I'm playing I will use my thumb to play on the E. I'm screwed up though...
