That was indeed me. The ghetto pedalboard project.

I bought one of these
HEJNE Shelf, 303/8x181/2"2 pack (77x47 cm2 pack) - IKEA CA
and spray painted it neon yellow. No priming or anything - it was done to be fast and cheap. Cables can be routed underneath. Velcro glued to the painted surface.

By no means is it road ready. It is just a means of organizing for static use. My brother used the spare shelf from the two pack for the same, however he cut it to be less wide and raised it so that the power supply could go underneath. I think he did two coats of paint.

Pros - inexpensive, sturdy
Cons - probably not road ready

edit - it appears your primary concern is painting. The wood is very porous, so applying a primer is important if you want to cover the wood. But is optional if you don't mind grain showing through.

Thanks for the info! I bought the smaller size (11 inches deep) since I thought I could use one for bass pedals and one for guitar pedals. Not meant to really take out much, just organizing things in the music room really. The price is right at $15 for the 2 shelves, so if they break later its not a huge loss.
 
LOL - who wouldn’t appreciate Drysdale's money, but I think I’d pass on Jane Hathaway. Those pesky little commas (or the lack there of) can really change the meaning of a sentence. ;)

At the time of the photo, in the state of Kentucky, front plates were not issued or required, just rears. I didn’t want to look at an ugly empty bracket on the front bumper, so I installed my old plates from California. Was stopped by the police for various traffic violations over the years and they never had a problem with it, so I guess it’s legal there, or at least was until 2013. Donny might be able to weigh in if it’s still a non issue.
Still no front plates here since no one gets chased by the police going backwards. Not much anyway. As far as I know, we have never had front plates. I've seen a few people do what you did, but don't recall any prohibition regarding that practice. I don't think police here would even notice since they are always looking to the rear plate.
