I think on those basses with both active preamp and passive treble cut, the passive treble cut comes BEFORE the active pre. So it can be used in active and in passive mode.The effect of a tone knob after active electronics is not exactly the same as a tone knob on a passive bass. More specifically, the resistance and capacitance of the tone control interact with the pickup's own reactance (inductance + capacitance, but mainly its inductance) to produce a different effect. But yeah, wiring a tone knob in a metal box will give you a shallow low-pass filter (6dB/oct.). You might find that an active low-pass filter works better (also because the transition can be much sharper, depending on the "strength" of the filter).

Which means that you can't really "add" a tone circuit in the form of a stompbox. It has to be mounted on the bass itself. That said, a tone circuit will do *something* even after active electronics. Well then the most obvious and practical solution is to add effects loops to every active bass so we can properly place our tone knob pedals before the onboard preamp.
