Top admin or moderators?

Who is the top dog to report a thread or member to? I know some moderators will care less then others and I am new here and don't know how the mod staff is so I am looking to contact an adult on the staff.

For issues in a thread in a particular forum, report the post in question to the local moderators by clicking on the Link Removed icon in the upper right hand corner of the post in question. To file a complaint about a moderator or to deal with registration type issues, contact the site's help desk by clicking on the "Contact Us" link at the bottom of any forum page.
