There's a facility on the eastern coast of Texas that makes plastic balls that are used by manufacturers to make plastic items. They determined that the fines they receive for polluting the area around the facility are less than the cost to modify their production facility so it is not polluting the area, so they carry on polluting and pay the fines when they come in.
