Regardless of it's truth, there are things pointed out in that video that needs some essplainin.
I guess I missed them...

That would be a good explanation, except....why are there inward facing fences?
OMG, what a crock of ****. I grew up right by that train yard. Military equipment has been brought in, through, out, and stored in that yard since I was a little kid. Big whoop. 
Plus, about the inward facing barbwire, hello McFly, it has been done like by many companies all over the country for years. Some companies do it to help head off liability lawsuits when some moron decides to climb over their fence, gets hurt, and then tries to sue them over it. 
Sorry guys but this looks to me like just another tin foil hat theory. Yes, it is meant to house people now in a more secured fashion but to say it has a sinister use seems just a little over the edge IMO. BTW, this is coming from a person who absolutely doesn't trust any government including our own.

Oooh, those "electronically operated turnstiles" are so scary! Or they're the same type used a 6 Flags, Disney World, and any other theme park in the country.
