I like it where it is, at the top of the page.
I would like it better if there were another one, at the bottom of the page.
often i'll get to the bottom of a long page and realize 'OK, I'm done with this topic.'
I suppose it's a bandwidth tradeoff -- do you want to transmit a potentially redundant link, or potentially have a refresh when going back to to the top of the page to unwatch...
