If this is from 1995, the bassist is Matt Sharp. He's using a pick and a Jazz bass, so start there. Roundwounds I think too. Not sure if this is played through an Orange or a GK RB800, but it's either or. He used a big muff too.

I've never played bass through one, but I played guitar through one for a few years. It's pretty unique in that it has huge transformers loose/fat tone with not a lot of low end cut with the FAC running wide open, which gives it's breakup more of a fuzz sound rather than the distortion a more typical amp puts out.
To get a similar sound, look at an Orange OR120 (non-master volume) or OD120 (master volume). Alternatively, ask the dudes in the stoner/doom thread if they know of a fuzz pedal that'll produce a similar sort of sound.
