In my experience, one person's low is another person's too high, making it hard to define "cheap."
Do you have a specific budget?
Most gear I have was used before I bought it.
Might I suggest you buy good condition used gear?
You will likely get more performance and quality for your hard-earned bucks.
Have you searched your local craigslist for bass amps?
I'd find a friend or relative who might help with transport, advice, and/or a small advance.
