what is a liquid foot controller

Its a way to hook up your effects so that you can set them up to be in any combination and be able to have all the settings and controls right at your feet. It also eliminates the need of having a huge pedal board filled with many stomp boxes. Ever single one of those switches on the liquid-foot can be set up to be a patch for a certain song.

I didn't bother downloading the manual, but it appears that the controller is for MIDI, and doesn't allow one to change settings on non-MIDI gear, correct?

A post earlier implied that it gave total control over one's pedals' settings. It would be cool to be able to switch the settings on my SYB-5 and PS-3 at the click of a footswitch... but I doubt that has come about yet....
 
True, it doesn't allow for switching the setting of non midi equipped devices, but for many pedals that are midi interface epuipped (eventide, I think chunk systems, a few digitech, and others) it does. You can use non midi pedals, but if you wanted to change setting on an individual pedal you would have to change them yourself or get more than one of a pedal. You would be able to set up different loops with different pedal combinations though.
