Seriously, any bass that isn't defective or crippled by design flaws. Some may take no more than a few turns of an allen wrench, others may take neck adjustments and fret work, but anything decent should be capable of very low action. "Set up by a pro" doesn't necessarily mean set up for the lowest action possible. For $45 you're probably getting a quick saddle height adjustment and possibly a minor neck tweak.
You want the lowest action on any bass, at any cost? Possibly a Status all-graphite instrument, they were a favorite of a famous pro whos dream it was to have action so low the strings were behind the neck.

All my basses are set up by a pro, but bizarrely my cheapest one, an RBX, has the best action.
I like my Stiletto, but the lowest action I have ever played was on a Warrior.
This is actually a good question. I have a Peavey Cirrus that's a beauty to play. I have a fretless, modded Squier P-Bass that I just had set up and the action is technically pretty low but it's just not as comfortable as my Cirrus. I'm guessing that this has to do with the neck radius and shorter scale? I do a lot of slight bending and vibrato while I'm playing but it's much more difficult on my P Bass.
There's no such thing as a bass with the best action. The action can be set however you like (within limits) on any bass.

If you look at the reviews on Harmony Central you will see that not all basses have a 10 in action.
Schecter Stiletto? My friend has one, it's a very comfortable bass. Very low action, and actually the most comfortable neck I've ever played on anything that wasn't a Ric.
Yes. I was referring to my Schecter Stiletto Elite 4.
It hasn't been seeing much action these days, though, with my SX here calling ym fingers all day. It still ets all my audition time though, because I know it up and down.
My OLP MM Stingray has super high action though, if I lower it, it plays horrid.
