So I have a Peavey Grind 5, 35 scale bass that I tune down to drop C (A, C, G, C, F) and I was wondering what length and gauge I should get. Looking for something maybe a little higher tension on them so they dont rattle around like the D'addarios I have on there now do. Any suggestions?

I've used DR Lo-riders on my Peavey US Millennium 4 string and like how they sound. Their normal strings are plenty long enough (I string thru the body and it is a 35" scale) and stiff.
I have no idea what gauge would work best for your situation though.
EDIT - found a thread on the new DR DDT strings that has some folks on it that do understand the whole gauge thing -
