Who makes a good Rat? I hear the ProCo one's aren't what they used to be so I'm looking for options.

Fuzzrocious Cat Tail and/or Dunwich Volt Thrower are, IMO, the most appealing ones out there. But there's tons of good ones.
There are many rat distortions to choose from. here are some rat distortions I know.

I love the Idiotbox Blower Box. Sounds great at low gain, moderate gain, even cranked up into nuclear apocalyse. Haven't tried any others, though.

The Dunwich Volt Thrower is awesome IF you can find one. They are super rare.
Fuzzrocious and Abominable Electronics make nice Rat clones. Fuzzrocious will custom a Cat Tail with a blend if you want it, or AB has a Deluxe version that has one. Personally, I always want a blend.

Idiotbox Blower Box is a good sounding Rat clone. It is reasonably priced new and fairly easy to find used in the TB classifieds.
According to social media, Dunwich will have some more stock at some point in the near future. Get a Volt Thrower and bypass the entire search process.

Fuzzrocious fan here. Not only does the Cat Tail and Cat King, but he also did the MXR Bass Distortion, which is my Rat of choice.
No problem. I highly recommend Built By Ryan for all your clone needs because his stuff is really built like a tank with very old school techniques. i have 7 pedals by him and they are all fat as hell. I don't even bother with many other makers nowadays because Ryan's stuff kicks so much bass butt and is reasonably priced. Although I did pick up a Whores Freq Fuzz last night from Idiotbox. Not RAT based, but killer nonetheless. Good luck with built by ryan and if you have any questions about my experiences with him and his pedals, feel free to PM me.
SLight hijack. I have about a 30 yr old original Rat. Anybody use those for bass? This thread made me go dig it out and plug it up but the battery is gone. I'll rig a power supply of some sort if it's worth the effort.

I can't stand Rat based pedals but the Volt Thrower is freaking huge and amazing sounding. I was surprised when I learned it was based on the rat.
It truly is an amazing pedal. You can get tons of different sounds between the eq and clipping options.

Built By Ryan Big Bad Rat Burnt Orange Peel
It's not a direct "built by Ryan" sale, but rather a person who is selling theirs privately. Make him an offer and see what happens. I just got my Built By Ryan RAT today and it is amazing. To my ears it is better than the Blower Box because it has very similar tone stack (Baxandall Bass and Treble controls) but with the ability to scoop mids (with a toggle) for a very mean and aggressive sound. If I had to describe the Built By Ryan to any other RAT I've played, I'd say it sounds most simiar to the Blower Box, but with a lot more control and aggression. A total winner.........and even better will be the fact that not many people are playing them so you'll have a unique sound for sure. Good luck with it if you go ahead and buy!
