Why are tuner pedals so expensive?

You can get them for less than $75...i picked up a new Korg Pitchblack Mini for about $50 on prymaxe a few weeks ago. Money well spent. As for why pedals cost what they do...get a schematic, find and buy the components, buy the casing, solder the circuit board together and after that decide if $75 is a fair price.
 
Maybe ask yourself why aren't more complicated non-boutique pedals much more expensive than simple tuners? Supply and demand.

I have never thought twice about paying $100 for a tuner but a $129 effect pedal I will hem and haw for weeks or years because I don't really need them.

More people need tuners so they charge more because more people demand them. And since they make and sell more tuners, they are much cheaper to produce- economies of scale for the maker. They can charge less but the demand is strong enough to charge more, even though you can buy a clip-on for 10 or 15 bucks. Like others have said, they charge more because they can. Next time you sell a bass, knock $100 off the fair market price. Will you? Nope. Why? Because you will sell if for every penny of what the market will pay you.

Speaking of boutique pedals... is any boutique maker actually selling tuners for $250 and up? That would be funny and I'm wouldn't be surprised ifnits being done!

If you don't need accuracy and quality, you can get a tuner for far less than $75. If you are playing live through on then you want it to be accurate and noise free, some folks will also want the other features like true bypass and muting. If you are recording, you want your tuner to be accurate (rack mount tuners are even more than $75). If you don't care about any of that stuff, then you can go with the 90% accurate phone :D Or you can go with a cheap clip on tuner.
