I’d never send out anything in less than ready to play condition. And it’d irk me a little to get one that was grungy. But I’d let it go if it was just a hygiene/cleaning issue and not bother contacting the seller. Like the saying goes: Never wrestle with pigs. You both get dirty, and unlike you, the pigs like it. If somebody didn’t care enough to be bothered sending it out like that, then they sure as hell don’t care if you’re offended by it. So why waste your time?

Since negative reviews usually just get taken down on Reverb and eBay you’re better off not bothering to leave a negative review. Maybe you can’t give him a public demerit. But at least you won’t be building up his rating if you remain silent.

Who buys a used bass expecting it to be meticulously groomed before it arrives? The first thing I do with a bass is scrape all the DNA off of it myself. One look around you should be enough to know that most people are lazy and disgusting. I would never send out something gross to a buyer, but I would never expect that in return.
 
Not bothered. I bought a short scale Cort bass (action jr.). Filthy dirty, string missing, other 3 mismatched, tuners loose, popped up fret, missing saddle set screws, neck bowed, etc. I made the repairs and it's now one of my favorites. Plays great, looks great. Fine little bass for $150.

Alright, moving forward: dried Capri Sun can be a real bastard to clean off but for such a hot little number like this I'd say it's worth it!

Due to uncontrolled GAS I have 13 basses, only two of which I bought new. But I have been lucky - every used bass I've bought has arrived in decent condition. I wiped them over and tweaked them but that's about it. A bass that arrives in a vile state shows the previous owner's lack of respect for the instrument! But if it's cheap and the bass is ok under the crud, clean it up and congratulate yourself on the deal.
