Is it possible to take a short-scale neck. like from a Squier Bronco, for example, and attach it to a P (or J) body to make a short scale P (or J) bass?

Ya that's true IF it is a 30" scale.Sure. Just make sure that you measure 15" from the 12th fret to the Bridge Saddles.
That'll give you the 30" scale.
Pickup positioning and neck pocket widths may be issues you'll have to deal with...
while economically that may be a smarter way to go, it's not nearly as fun as doing your own mod.You can order a short scale P Bass from Rondo for $109.
