If you're coating whitewood to "ebonize", you're working too hard here. Black Krylon that cheap crap! Though I do like the lamp black idea, it helps give more opaqueness. Better yet, mixed with the shellac, it isn't so matte. The leather and/or fingerboard dye is too transparent..

Don't modify the neck in any way. It is already twisting a bit from what I see in the pictures. If you get the fingerboard planed, make sure the luthier doesn't take a bunch of meat off in the process, you need as much ebony as possible to get that neck to stay put. Better yet, reinforce it...

Just graphite the crap outta the end of the bridge legs and use pink peg soap on the threads. If the player is still having a hard time turning the adjusters then they should get back in the practice room and do some Guettler exercises. I'm with Jake, they should be flush on the legs.

I'm scratching my head wondering how the neck repair could have gone that bad. It would almost take enough skill to graft wood on to bring the angle that low. And what's the neck made of? A slinky?
