If the voltage stays the same at a certain higher or lower level yes, if it fluctuates over time no, since you'd have to change it manually every time it does so.

A transformer won't help here. It transforms one voltage to another, but doesn't stabilize it. So if your input voltage drops, your output voltage does the same. If it is more than a simple transformer (=a proper power conditioner) though things might be different.
