PB Blaster is good stuff, Kroil is better—if you can find it, I’ve never seen it on a shelf. But testing has shown the most effective penetrating fluid to be a homebrew mix, 50-50 acetone and ATF. Unfortunately they don’t mix together, so you have to shake it up before using.

For me, black leather works in all cases. Except for my Dan Armstrong/Ampeg See Through, for which I have a clear vinyl strap.

Speaking from a perspective of absolute lack of knowledge, I’m curious about how you are dealing with relief. Will you have a truss rod (will the neck flex at all?), or will you be building in some scoop? I have a Stagg EUB, it has a truss rod that seems to have absolutely no effect whatsoever...
