I'm fond of Spector for fivers. You can pick up some really nice Euros for well within your budget range if you shop used. B string on those is to die for and the reason I'm so happy with mine.
Based on your enjoyment of the Cirrus, have you considered an MIA Millennium bass? Much of the same ergonomics of the Cirrus with a bolt on neck and Peavey's particular take on the J/MM concept. It's preamp is so well regarded that some folks special-ordered or swapped it into their USA Cirrus basses. There are some other USA Peavey 5 strings like the Sarzo or a Forum AX 5 that might also be worth looking at, but the Millennium would be my first stop.
A used USA L2500 is well within your range. I'd skip the Tributes and go for the USA.
Carvin is a very good suggestion. Well made. I liked my LB75F quite a bit.
Also, some of the slightly more obscure Skyline basses might be worth looking at. The J-Sonic 5 or a 5 string Jerry Scheff (might only be used...) would be on my list. I like the pickup positions of the Scheff quite a bit.
Best of luck whatever you decide. Lastly, there is of course also the option to dig around in the TB classifieds and see what pops up.
Just seeing if there are some sleepers out there that people have been enjoying (passive or active is fine). If I go up in range, I will probably be looking at the new Stingray Classic 5, which is on my short list, and of course so is a Sadowsky Metro. For now, I am not using a 5 so much that I want to invest at that level.

They are out in the wild and hitting the used market now. I've got an Xotic XJ-1T 4-string and the preamp is just about my favorite.
