is there going to be a difference in quality if i run my bass into a sansamp and the 1/4 into a 1/8 dongle into the sound card verses the XLR from the sansamp into a 1/8 dongle into the soundcard?

1/4 vs XLR

I haven't noticed any sonic advantages between the two, but If your making a long cable run, you may
find that using the XLR with a balanced cord picks up less noise from your other nearby electrical devices.

Balanced works only if both the the transmitter and receiver are balanced and the cable is dual, shielded. If any of those requirements is not fulfilled it doesn't matter as it's a simple unbalanced connection.
