12th fret E string Buzz Static

Hey, I have two 4 string basses - a 4003 Ric and an American Fender Deluxe Jazz bass. They both have a ****** static sound at the 12th to about the 9th frets on the E string. Ive tried many adjustments.

I'm using a 180 watt Behringer head with a GK Goldline 2X10 cab. I had the same noise with a Line 6 Lowdown 150.
Now Im about to buy a Mark Bass 1X15 Jeff Berlin combo, BUT, what gives with this noise?

Can you help a bit here with your definition of a static sound. I've tried basses with a resonance problem on the 12th fret of the E, where you seem to get lots of overtones and barely any fundamental, but I don't think that is what you are getting. Do you mean the E-string is clicking on the frets and no amount of bridge adjustment sorts it?
