At that price doesn't sound like he wants to sell it too badly...
Maybe his wife wanted it gone.
$18,500 for a P bass is a huge waste of money. How many Custom Shop Fenders, Foderas, Sadowskys, etc. would that buy?!!

BV, one person's huge waste of money is another's trifle.
To wit, you cited as worthy of the expense other music making gear, not food, medicine, clean water, clothing and shelter.
I have the means to buy that bass if I wanted but I still want value for my money.
