Not sure... but I do know the extra inch on my Ibanez BTB 4-string makes a huge difference when I go to drop-D tuning, which I do pretty regularly.

Carl Thompson advocates 36" scale for 4 string basses and explained why somewhere (can't recall where I read this). Although a lot of his customers ask for 32" scale (and why not? it's YOUR custom bass!).

Are Peavey G-Basses any good? I just remember a rainbow sparkle one I saw at NAMM back in 1998. They're discontinued now, but you might find one used.
If you go for the high-tech graphite/carbon fiber neck thing with modern active EQ, they are very, very good. People love them. Personally I haven't really loved the ones I've tried. The carbon composite neck is too weird for me.
I'd look for a Korean or Czech MTD. The Kingston or Artist series, not KZ. Or the Grendel as mentioned above. Great basses, 35" asymmetrical neck. Love the feel of Mike Tobias' necks.
The Czech Beast and Grendel are 34" scale, at least mine are.
Brawley made an inexpensive 35" four, they turn up on ebay now and then.
In the GFS forum there's a nice 35" Kawai for $550. A tad more than your budget limit, but it has a sweet feature set for the money.

They are nice. I sold mine and got an Ibanez BTB and won't look back. The Yamaha is the bee's knees though. I didn't have a single complaint. The BTB just "feels" better to me.
the other bassist in my church plays a Bongo 5 and has a BTB as a backup
the BTB is a very nice and versatile bass
I even liked it more tonewise than the SR 6 string he got later (which he sold to get the Bongo)
