36" length (that's total body length)?!

A bunch of basses have turned up on EBay with some unbelievable length data. The headline generally is '"36" electric bass blue [or red] for kids.' So they're talking total instrument length--you know, "cute" and ideal for children. They're generally priced around $100.
They're not associated with any brand ("saves you money" some claim).
So what do we know about these critters?
True scale length? Quality and playability?
What's the deal with them as business/marketing devices?
All info appreciated.

My Samick Greg Bennet Mini Bass is a 25.5" scale, and about 34" overall length. It's a sweet little bass, super easy to play, and it has the low end of a full scale bass.
