A question for the pedal builders.

Could someone explain this schematic to me? By which i mean, how would one incorporate this circuit into a pedal? Where is the voltage, where is the ground?

I'm just beginning my foray into electronics, so your patience is greatly appreciated.
 
2N2222 is an NPN transistor. Generally the leg with the arrow goes to ground and the leg without goes to supply voltage. However, this topology is known as a negistor oscillator (search for these there are better explanations out there). The leg with the arrow goes to the power supply.
