totally depends on many things ... how much you dig in, how much relief you use, string tension, type of string, scale of neck, etc, etc ... I believe the Fender site actually lists its set-up specs, but their spec is too high for me ... and I do not know what brand you are asking about ... you can probably get a decent response other than my vague one, but you might want to put out a lot more info ... if in doubt, call the manufacturer of your bass, discuss your style, etc. and see what they recommend for starters ... JMHO
Some do like their strings sitting on the frets... but I'm not one of those. Fender spec is 6/64s of an inch at the 17th fret. I don't know what that is at the 12th fret, but I think the reason they do it at the 17th has something to do with its proximity to where the neck attaches to the body. Every neck is different and the relief up and down the portion of the neck varies because the necks flex differently (at least mine do).

Do you guys who like the strings laying on the neck slap and pop? I just don't see how you play with strings that low. Then again, my meager skills don't let me do much, but it certainly is easier with a little more string height... to me.
