Without knowing specifically what's involved with this test, it sounds like a distinct possibility. So they actually "test" each item, not just electrical wiring in the facility? It wouldn't take much for a clueless technician to destroy your amp thinking they were "testing" a connection from the input ground to chassis ground.
I've seen simple tests done on PC's which were pretty much inserting the mains plug into a device, but I think you're right in the sort of test they may have carried out. I'm assuming they must test a multitude of electrical items in their role and if their "machine" was previously set for testing something that required a relatively quite high level of voltage and they forgot to adjust it and tested my amp first?
I've also seen on the net reports of PAT testing destroying some Computers so there does seem to be some potential risk with it.
