Active Bass Tone Pot Scratchy/In/Out/Not Dead Battery

My bass was cutting in and out scratchy on/off but only when I had this one pot turned up.... in the picture you can see treble bass volume and then this unlabelled pot.... I’m assuming it’s a boost of some kind.... if I turn it all the way down there is no interference or scrathiness or cutting in and out....

If it’s not something wrong with the pot and IVE CHANGED THE BATTERY ALREADY!....then what is it?

I’ve wondered about the battery connection itself.

Not sure what that tape around the wire is for... like the masking tape....seems out of place.
 
I would start with contact cleaner like Deoxit. Our guitar players volume pot was very difficult to adjust and it felt like the shaft was almost frozen. Used some deoxit and it now moves freely and the crackling/scratchy noise is gone. Worth a shot.

No all the way down which I’m assuming is a cut or just not boosted signal....there is no cut in and out as I turn it all the way up it starts to cut in and out beyond scratchy like a quiet and dead signal...but will pop back in and out again...turn it back down...normal
