I'd guess it's an All-Parts/Mighty Mite/Warmoth neck. The maple doesn't look Chinese at all.Very cool concept. He should have completely made it his own. It's a stretch to call it a P bass. But people will remember you when they see this bass!
After closer examination, even the Tele neck is suspect. Note Craigslist headstock:

I don't know, to me it looks like he bought some knock-off neck compared to the real neck on the bottom. Note on the real bass there wouldn't have been room for his decals. The Craigslist neck has that "new Chinese copy" look to it.
