They did. It was the Prophecy II or a similar name. Active, neck through and a different looking headstock. They are supposed to be pretty nice, but there aren't many around.
Partially because modular design is a big part of Fender's style instrument building. All their parts are things that can be bolted or screwed on, assembly-line style. Neck-throughs are, of course, a bit different to make.
Why bother? People mostly look to fender for Ps and Js. There are plenty of others who make neck throughs. For that matter, for my purposes, I am darn near indifferent between neck throughs and bolt ons anyway
