$300 is a pretty skinny wallet when shopping for a bass cab. I fear the list of requirements kind of go against each other. Maybe narrow it to the 2 most important of the three?

If your really wanting something decent for $300ish, I think used is your only viable option. Hit up local music stores that carry used stuff, Sam Ash, Guitar Center, etc. Sniff out the one that smells like stale beer and cigarettes, then talk them down
The easy one: Low-cost DIY practice/coffeehouse tweeterless 110 [long] (might not meet your definition of full range)
The harder one: Sealed 15/6 build (you just might sneak in under the radar with this if you get a flat pack from speakerhardware.com and have some of the smaller hardware at your disposal, then probably about $150 for drivers and crossover from PE)
