Any luthier make a Mustang bass neck?

There's a seller on ebay named DC Kunkle who makes 30" bass conversion necks for guitar bodies - I have a couple, good quality. They're made to fit the guitar neck pocket, though, if you can work around that.

I can recommend my friend Keith Horne, whose shop is in the same building as mine, right across the hall. He does one-off custom necks to any dimensions you need. You'll have to get a quote from him, but a complete fretted unpainted neck will run about $400. He can also make up a partially completed neck, if you want to do some of the work yourself. Keith can be reached at: keithhorne1 at gmail dot com.

You can see Keith's work on threads by BassHappy, such as: Fender Performer Build | TalkBass.com
