Any recommendations for a good web programmer?

Okay, I am giving up on our current web programmer (for bassgearmag.com). He seems to have talent, but he has failed to meet every deadline that I have set, and then failed to meet the trimmed down set of "really important things" to have done by key dates.

I have a good web designer, but she needs someone with programming experience to work with her. Things like our subscription services and back office, etc.

I have some other possibilities lined up, but wanted to check here for any suggestions before I pull the trigger.

Be cheap and intern it out... lol. Sorry I can't be of more help, but don't know any web programmers anymore.
