Can the apogee jam be used to play along with Spotify tunes? If so, how? Do I have to go through GarageBand? I practice with tunes from Spotify and YouTube by using a vox headphone unit but would like to be able to do that with the jam.

i don‘t think it can be used with spotify. there is no monitoring and spotify doesn‘t allow audio to be sent to another app. you need a „real“ interface that can receive audio, too.
