Attack limiting pedal/ effect?

I'm trying to figure out or find a pedal that limits your attack. What I mean is, sort of fades in each time you hit a note. Is that possible? I probably just need to learn how to control my playing better! I first thought it was a filter, but I'm new to the world of filters and don't even know what "filter" really means yet.
Some knowledge on filters or my mythical attack pedal would be great!
 
It sounds to me that the OP is looking for a compressor rather than an attack/decay effect.

OP: If it is a compressor you're looking for (you want to regulate the volume of your notes so your playing is smoother - rather than wanting to make fade-in string effects [which is what the Slow Gear and the like do]) then yes you should just practice more.

Most bassists do use compression but not to compensate for poor technique. It will come in time, be patient. :)
