Bass budget = $1,000. Help!

+ 1 on Carvin Basses. Very good Quality, Craftmanship and Sound.

You also could look for an used Sandberg California Bass. You should get one used in this Price Range and those are excellent Basses.

...or a used Lakland xx-02... very good Basses too.

There are many, many Options in your Budget Range. Used and new. Go out and try. Find what you like and prefer and then if it is available used or new.
 
I'd look into a used G&L USA L2000 or L2500 (same thing only 5 string) you will not beat their versatility or build quality... In fact, if you go for a used G&L, you will likely come in under budget. Check out the forums on here, I know there is a guy selling a red burst L 2000 for under $800, and there are probably a few more.
