When I was in 5th grade, I wanted to start playing guitar. I knew my uncles were in a band before I was born, so I pestered on of them to give me one of their old ones. The one I got was a Domino, probably out of a Pawn Shop and hasn't been played since 1973...it was such crap.
After a year of diddling with that one, he finally took me to Manny's and we got a Guild X-79 on clearance for $149. But then my brother decided that he was going to keep it because it was a really nice guitar and looked cool, and I stayed with the old crap from 1973.
I never got a decent guitar of my own until I was able to pay for it myself...
So in all, get him a bass that won't put a dent in your pocket. If he wants a better one, let him work for it, then he'll care for it.
