bass neck

At which point should I loosen the strings to release the tension of the neck? Is it a good way to maintain the bass?

Never...unless you're going to store it for a long period of time. The string counteract the tnesion of the truss rod, so leaving them fully tensioned will keep the neck straight (unless the climate changes). If you are going to store it for a long time, it is usually recommended that you release some of the string tension becasue of the inevitable climate changes...of course you will need to do a full setup once it is out of storage.
