bass pickups, preamps .outboard preamps

So recently bought my first bass and amp.Bass is a fender mim jazz bass v.Amp is ampeg ba-108.Started practicing and found no matter how i adjusted the bass or the amp there is really no low end just highs.So thought about changing pickups.So i sent an email were i bought the bass and was told to try a preamp in the bass.So i found that the preamp that he recomended was also in pedal form.So a little confused.So a preamp just boosts the pickup range?So if this is the way the preamp works would it not be best to leave my bass in stock condition and buy the pedal preamp?Or should just buy pickups?

A preamp can provide hotter output and tone shaping capabilities, but if your issue is the relationship between highs and lows then you need to get more familiar with your bass controls and adjusting your amp's EQ settings. If you roll off the tone knob on your bass all the way back it should produce a very "treble-free" sound.

The amp you have isn't going to provide much low end at reasonable volume. A single 8" driver with that small of a cabinet area won't cut it.
