Bass strings set to high?

I recently got a bass off guitar center and the strings are way to high up but I don't know of it supposed to be like that

Yes those are pretty high. Do a look around in the setup forum to learn more about adjusting action, relief etc.. You can always just take it to a tech in the meantime to have them do a setup. It will cost about $40. GC probably would have done one for free when you bought the bass, though some people wouldn't trust a GC tech to setup a $50 bass.

Well it tunes fine but won't stay in tune for long and how so I lower the Saddles

I´m not saying that it tunes wrong. I say lower the saddles at the bridge (the little metal things the string seat on, part of the bridge) and after that you have to check the tuning because when lowering the string it gets off.

How flat or how much bow is in the neck. That's something that you should really learn about more before tackling yourself.

Well it has a thruss rod in it and I know that's set good but wouldn't loosening the tension of the strings of set the truss rod

No it wouldn't. The truss rod either straightens out the neck or causing it to bend a little bit. Raising or lowering the strings has no effect on the relief. If the neck is too straight, you'll get buzzing on the first few frets. If the neck has too much bow in it, you'll get buzzing on the upper frets. That is of course unless you have the strings extremely high.

Indeed. That picture tells me that the neck has a forward bow. It probably needs a combination of a trussrod adjustment and saddle adjustment.

Also assuming that the bass was set up at one point, the neck would be what moves over time, not the saddles. Considering it's GC, it probably wasn't set up when it was given to them and the problem just got worse as it hung on the wall.
