Pretty much anything Rondo offers is good value. My backup bass is an SX PJ, and while not perfect it absolutely kills if you weight it against the $130 price tag.
Since you've got $350, it's hard to beat a Squier for value and quality, giggable without mods, and probably good resale value, as well.
My first bass was an Epiphone Les Paul 4 string i payed $300. It has a very deep bassy tone, I imagine it would sound good for jazz. Although rather heavy it was very easy to play with a narrow neck. No fret buzz or pickup noise either(humbuckers) I let a friend borrow it for i gig and it sounded pretty decent out of his G.K. head. Definatly a great starter bass in my eyes. I now have a schecter Stiletto Studio 5 string which has emg pickups so there is a big diffeence in tone.
USA made Peavey Foundation $120 to & $150 used. Find them boys before they are gone. They can't be beat!

AXL basses are fairly decent for the money. I found one new on Amazon for $75 and at that price it was a steal. They normally sell for around $200.

Ibanez SR300, ESP F154DX, or for little bit more cost the BC Rich eagle 1 (add your own preamp of choice if you want active rather then passive. as extra cost) and BC Rich Virgin 1 (add your own preamp of choice if you want active rather then passive as extra cost).
I like the Rogue VB100 Beatle bass copy a lot, after you slap some LaBella flats on it. They go for 200 or so new.

Best bass I've played, period, at any price level, though the most expensive I've owned were Spector Repobs, which are great basses in their own right.
Has tremendous mid-range punch with those Quarter Pounder pickups. Plays easily and with very low action, neck is thin like a jazz. Perfect for rock and metal, and has the looks to go with it.
It's less than a Squier but many times the bass, and frankly the Squiers are really nice for the money, but if you directly compare the two which I did, they do not compare at all. I like these so much I sold my VM Jaguar which I actually liked, but it just wasn't in the same league, and these are cheaper.

+1 on this. It's the best MIC bass I've ever played, with no close second. And when they were selling for $299 shipped, it was the best deal out there.
Squier Vintage Modified. I have two, the natural finish Jazz and the amber Precision. Both great basses, $299 for the J, $279 for the P.
