Best Book for learning Bass Scales Chords & Arpeggios Book

Tough to pick one, depends on your goal. However, Scott Hubbell's two books Fretboard Alchemy and Fretboard Arcanum (on scales and arpeggios respectively) might be the most concise ones. If you are also trying to find out what to do with those scales and arpeggios, then any of these will be an excellent choice:

Could you be more specific about what you are looking for? There is such thing as a bass scale or arpeggio. It is the same on any instrument.
If you know the C major scale, you essentially know all major scales. Same for chords. Unless you don't know your fingerboard. Maybe this is what you want to learn.
I find that Chuck Sher's book is an excellent resource for this and much more.
