If we're talking technical ability, then none of the names mentioned above with the exception of Mike Watt and Klaus Flouride are any good. (Disclaimer: I haven't heard a couple of the players)

Keith Brammer is a badass.
When I was a kid, I used to see Die Kreuzen at the Sunday afternoon all ages shows- this would have been around the time of October File. He had that huge hair, black Rick and would play the complex lines while spinning around in the fog.
A couple of years later, he would come to my band's shows, and it was so hard not to gush about how awesome he was!!!
I love those already mentioned, but I think I missed Jean-Jacques Brunel. Did anyone say him yet?

Mike's clearly slumming. He's too good a bassist to be legitimately punk in the original sense of the musical style, and so he always sounds to my ears like he's trying to obfuscate whatever talent he does have in order to come across as more "authentic".
