Bi-Cut Neck Repair Question

Need your help...

Older G&L bi-cut maple neck (no skunk stipe) with truss rod issues....Truss rod turns both ways but once relief is corrected in just a short while relief comes back. Beginning to get micro-fractures at 1st fret and heel of the neck.

Question 1:

I'm guessing something is either wrong with the truss rod and/or the wood inside the neck. Any thoughts as to what this is?

Question 2:

How do you repair this situation? Can you take the frets out of a bi-cut neck, heat it up until the neck comes undone at the crease where it was originally glued, replace truss rod and glue back together?

Any thoughts or guidance would be greatly appreciated!
